Assessing climate resilience in Centru Region

ADR Centru introduces the Scorecard for Transformative Change to its stakeholders

Sibiu. The Regional Development Agency Centru recently hosted a successful regional workshop aimed at introducing the innovative Scorecard for Transformative Change to key stakeholders across the Centru Region. This self-assessment tool, developed collaboratively by Climate KIC and Wageningen University under the ARCADIA project, is designed to empower regions to evaluate their climate resilience and identify effective Nature-based Solutions.

Collaborative preparations and inclusive participation

Preparations for the workshop were carried out with invaluable support from the Climate KIC and Wageningen University & Research teams. Ahead of the event, a preparatory online meeting was held to align on the best approach for introducing the Scorecard. Bulgarian partners from Plovdiv participated actively.

Workshop highlights and outcomes

The workshop brought together 37 participants representing local authorities, academia, civil society, and the private sector. To maximize the effectiveness of discussions, participants were divided into groups based on their expertise, which fostered more focused and well-informed conversations.

The groups assessed the Centru Region’s capacity to adapt to key climate hazards experienced over the past two decades, including:

  • Floods, with particular attention to the role of forests in mitigating flood risks
  • Drought, focusing on agricultural adaptation strategies
  • Heatwaves, emphasizing energy conservation and efficiency measures

The overall Scorecard results averaged around 4 out of 5, with the highest scores in the energy conservation group. Lower scores were noted in the drought and agriculture as well as floods and forests groups. Notably, some scores varied significantly between stakeholders, highlighting diverse perspectives but also opening valuable avenues for engagement and dialogue.

Reflections and future directions

Participants acknowledged that while several initiatives – especially in energy efficiency – are underway, many efforts remain fragmented. There was a strong consensus on the need to enhance collaboration, establish dedicated working groups, and scale successful practices both regionally and across Europe.

The insights gained through the Scorecard exercise will directly inform the upcoming revision of regional planning documents and the development of targeted, nature-based climate strategies. ADR Centru is committed to continuing stakeholder engagement and supporting follow-up actions to transform these discussions into tangible, on-the-ground progress.
