What is the ARCADIA Scorecard?
The Scorecard is a collaborative tool that helps regional stakeholders – including government, academia, business, and communities – evaluate their progress, identify gaps, and plan next steps along the Regional Resilience Journey (RRJ).
This journey includes six stages: Prepare the Ground, Build a Shared Vision, Define Pathways, Take Action, Learn and Reflect, and Make it the New Normal.
Each task is scored from 0 to 7, indicating its level of completion. Final average scores highlight strengths and areas for improvement.

Central to this effort is the ARCADIA transformational change Self-Assessment Scorecard, developed under Work Package 7, which focuses on the values, attitudes, and incentives driving transformational change. The Scorecard is part of Deliverable 7.1 – Guidance and Scorecard readiness assessments of transformative change across regions.
