Introducing the ARCADIA transformational change Self-assessment Scorecard

As part of the EU’s Climate Adaptation Mission, the ARCADIA project is dedicated to fostering large-scale system transformations that build resilient, future-proof regions across continental Europe.

What is the ARCADIA Scorecard?

The Scorecard is a collaborative tool that helps regional stakeholders – including government, academia, business, and communities – evaluate their progress, identify gaps, and plan next steps along the Regional Resilience Journey (RRJ).

This journey includes six stages: Prepare the Ground, Build a Shared Vision, Define Pathways, Take Action, Learn and Reflect, and Make it the New Normal.

Each task is scored from 0 to 7, indicating its level of completion. Final average scores highlight strengths and areas for improvement.

Key features

  • Participatory: encourages diverse stakeholder input.
  • Adaptive: designed for regular updates as contexts evolve.
  • NbS Integration: links nature-based solutions to broader goals.
  • Action-focused: offers clear guidance for strategic planning.

How to use it

  • Assemble a diverse stakeholder team.
  • Review the RRJ framework.
  • Complete the Scorecard collaboratively.
  • Analyze scores to identify gaps.
  • Plan actions and track progress over time.

Ready to self-assess and then take action?

This tool empowers regions to accelerate their climate adaptation journey with a structured, inclusive, and forward-looking approach.

Central to this effort is the ARCADIA transformational change Self-Assessment Scorecard, developed under Work Package 7, which focuses on the values, attitudes, and incentives driving transformational change. The Scorecard is part of Deliverable 7.1 – Guidance and Scorecard readiness assessments of transformative change across regions.
